What is an Item Upgrader in Pokemon Go?

The item upgrader adds a brand new widget to the top of the Angel and Cash Upgrade windows. This Manager costs 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.
Increases the effectiveness of

Some of these boosts can only be used in specific builds (such a Whistan's Shield for FB Sorcs), while others are useful to collectors.
Certain items come with inherent boo that is less useful when upgraded, like the Goldwrap which gives additional slots for potion. They are usually upgraded to inject more value into a perfect or near-perfect item.

Costs
Upgrades come with a few associated costs. The first is the cost to perform the upgrade. It can be costly and depends on the new value of the item and the number of perks it gets. It is also costly to upgrade an item to a higher level (such as Explorer > Champion or Veteran > Heroic).
The other is the cost of the materials required for an upgrade. The items used are usually either Power Dices (dropped by monsters 21+) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these materials required can be seen in the inventory of an upgrade vendor.
Upgrades to an item are a complex process that takes time. Based on the magnitude of the upgrade, it could take as long as 8 hours. The base stats of an upgraded item are calculated based on the new ilvl and other characteristics. This calculation determines the updated Armor Class bonus, damage dice, as well as other important stats. In some cases upgrades can provide additional benefits. These perks are available on a table.
Rarely, the benefits obtained will cost more than one perk slot; in these situations the upgrade will replace the most expensive perks. It's similar to the "luck bonus" that certain items provide however it is more solid. It can be added to any armor or weapon and is able to be used up to three times.
It is also possible to add a variety of additional items to the upgrade, thereby increasing the chance of success. These are displayed in a window above the + button. There are a few limitations. The maximum amount of material you can add is shown directly above the + button.
A Blacksmith Blessing, or an upgraded version, can be used to increase the likelihood of an upgrade succeeding. This item is beneficial when you own a weapon or piece of equipment that has reached the highest level for its tier or is close to it. It will allow you to upgrade the equipment to the next level without having to worry about it breaking.
If an upgrade fails it will be restored to its original condition. This is usually an error, but it could also be a downgrade. Keep an upgrade in reserve until you're close to the maximum level of an item.
